PUBLIC HEARINGS

VDOT Secondary Six-Year Plan

Supervisors heard a presentation by Don Komara, Harrisonburg Residency Administrator for the Virginia Department of Transportation (VDOT), about the department’s Secondary Six-Year Plan for Fiscal Years 2027 through 2032 in Page County.

All projects in the secondary six-year plan that are eligible for federal funds are included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.

Komara additionally presented an overview of the rural rustic program, also known as the “unpaved road fund” — a state-funded program for paving low-volume unpaved roads.

In total, there are 42 miles of unpaved roads in Page County and $300,000 is allocated to the county each year for paving efforts, according to Komara.

Projects included in the six-year plan are areas along Old Stanley Road, Ida Loop Road, Springfield Road, Hulse Road, various unpaved roads, Cavalier Road, as well as countywide traffic services, engineering and surveying, fertilization and seeding and right-of-way engineering at various locations.

A public hearing on the improvement plan drew one speaker.

Supervisors unanimously approved VDOT’s Secondary Six-Year Plan for Page County as presented.

Page County Administrator Amity Moler inquired about plans for state-funded improvements at the intersection of Route 211/340 and Big Oak Road, just west of Luray near the Food Lion shopping center, that have been in the works for more than three years. Komara reported that the project was advertised on June 9.

Special Use Permit — Cody Hoke Auto Repair Service Facility / Public Garage

Supervisors conducted a public hearing on a special use permit request by Cody Hoke to operate an auto repair service facility/public garage on Bixlers Ferry in Luray.

The 1.075-acre parcel is currently zoned as agriculture and includes a 40-by-50-foot accessory structure, which Hoke is proposing to use as the auto repair facility/public garage.

The public hearing drew no speakers. Supervisors unanimously approved the SUP request as presented.

Special Use Permit — Randy Whitesides / Dawn Pence Banquet / Event Facility

Supervisors conducted a public hearing on a special use permit request by Randy Whitesides and Dawn Pence to operate a banquet/event facility on Riverbend Road in Stanley on a 2.5-acre parcel zoned as agriculture.

The hearing drew four speakers.

The property includes an existing dwelling and barn and numerous accessory sheds, according to the application. The applicants are proposing to convert the existing barn to an event facility, convert an existing milk barn to a dressing room, convert an existing pig pen to an outdoor bar area and establish designated parking.

Following a discussion, supervisors voted to table a decision on the SUP request until the board’s July work session so that the board can meet with VDOT representatives for additional clarifications and allow time for additional conversations with the applicants.

The work session is scheduled for 7 p.m. on Monday, July 6, at the Government Center in Luray.

Budget Amendment FY2026

Following a public hearing that drew no speakers, supervisors unanimously approved budget requests totaling $136,265, including:

• $80,000 from the general fund balance for holiday pay for Page County Fire-EMS employees

• $14,000 in stormwater permit revenue to Page County Planning and Community Development for contractural services related to reviewing stormwater plans

• $25,982 in grant funding from the Virginia Department of Fire Programs to Page County Fire-EMS to purchase a washing machine and two dryers for cleaning firefighting turnout gear

• $1,283 in federal funds from a Local Law Enforcement Grant to purchase mobile data terminals and related supplies

• $15,000 in restricted transient occupancy tax revenue to Page County Economic Development and Tourism to fund a TOT grant to the Page Valley Fair Association for bathroom renovations at the Page Valley Fairgrounds.

School Budget Deficit Funding Request

Supervisors reviewed a finance memo detailing school board budget changes and a request by the school board to offset a fiscal year 2026 operating budget deficit and cover accrued expenses totaling $1,020,000.

School officials also presented a fmance update, overviewing fiscal year 2026 budget concerns, ongoing budget shortfall corrections, CIP expenditures that were not budgeted, fiscal year 2027 cost mitigations and action steps for the coming fiscal year.

Following a public hearing that drew no speakers, supervisors unanimously approved a reduction of $830,363 in state revenue and a transfer totaling $82,679 from the school CIP fund, with revenue consisting of $242,158 in local funds, $123,736 in state sales tax revenue, $276,511 in federal funds and $937,321 from the county’s general fund balance.

PRESENTATIONS, PROCLAMATIONS AND AWARDS

FY2026 County Administrator Annual Report

Page County Administrator Amity Moler presented a year-end summary for fiscal year 2026, highlighting key accomplishments and snapshotting work completed by departments including administration, finance and procurement, the adult recovery court, the emergency communications center, fire and EMS, the animal shelter, recreation, planning and community development and economic development and tourism.

Supervisors commended the work completed by staff.

ACTION MATTERS

Resolution Adopting the Social Media Content Policy

Supervisors unanimously approved a resolution adopting a social media content policy with amendments to correct typos.

The policy establishes guidelines for official county social media use, public engagement, content moderation, records retention and employee responsibilities.

Board and Commission Appointments

Supervisors unanimously appointed Dana Cook (Town of Stanley) to the Page County Economic Development Authority for a term expiring Jan. 31, 2030.

Supervisors unanimously appointed Randy Howan (At-Large) to the Page County Tourism Council for a term beginning July 1, 2026 and expiring June 20, 2028.

CONSENT AGENDA

Supervisors unanimously approved the consent agenda as follows: financial reports for the period of May 1 through May 31, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $2,692,261.54 for May 2026; and the meeting minutes of May 4, 2026 and May 18, 2026.

ADMINISTRATOR’S REPORT

Page County Administrator Amity Moler reported that the Government Center will be closed on Friday, June 19, in observance of Juneteenth, but that the Battle Creek Landfill will be open.

She noted that real estate taxes are due on Thursday, June 18.

She reported that the last day to schedule an appointment for an appeal with the board of equalization is July 1, 2026. Appointments can be made by calling the Government Center at 540-743-4142.

CLOSED SESSION

Supervisors entered a closed session for a consultation with legal counsel on legal matters, pursuant to Section 2.2-3711 (A)(7) of the Code of Virginia.

RICHMOND, Va. — Governor Abigail Spanberger, Senator Lashrecse Aird and Delegate Paul Krizek have announced an agreement to establish a regulated adult-use retail cannabis market in Virginia through the state budget process.

The proposal would allow recreational cannabis sales to begin July 1, 2027, completing a process that began with the legalization of adult possession in 2021.

In a June 16, 2026 media release, officials said the delayed launch date would give the Virginia Cannabis Control Authority time to develop regulations, establish testing and safety standards, and create an oversight framework before sales begin.

The legislation includes provisions for strengthening public safety, expanding consumer protections, increasing safeguards for minors and providing greater flexibility for entrepreneurs.

“Today, I’m excited to stand alongside Senator Aird and Delegate Krizek to announce that we have agreed to a compromise proposal that will create a safe, legal, and well-regulated cannabis marketplace here in Virginia — with recreational sales beginning on July 1, 2027,” said Governor Abigail Spanberger. “We will do it in a way that protects consumers, targets the illicit market with clear enforcement and regulatory authority, and creates a more competitive market for small businesses and farmers.”

Aird said the agreement addresses concerns that have existed since Virginia legalized adult possession without creating a retail marketplace.

“Getting this done took hard conversations and a shared commitment to move Virginia beyond the failed status quo,” said Aird. “Virginia legalized adult possession years ago, but without a regulated retail market, we left the illicit market to fill the gap. This compromise gives us a smarter and safer path forward — one that protects consumers, keeps products tested and accurately labeled, and creates a legal marketplace that is affordable and accessible enough to actually compete.”

Krizek said the legislation seeks to balance public safety concerns with economic opportunities for small businesses.

“This agreement reflects the kind of collaboration Virginians expect from their leaders. Bringing people together, working through difficult issues, and finding a responsible path forward,” said Delegate Paul Krizek.

State officials said the agreement includes stronger penalties for illegal operators, criminal organizations and out-of-state businesses operating outside Virginia law.

The proposal would also eliminate what supporters described as the “25:1 hemp loophole,” which they said allowed highly intoxicating THC products to be sold with limited oversight.

From the official media release, read more about additional details on the proposed compromise legislation:

• Creates a maximum of 350 retail cannabis establishment licenses — comparable to commercial markets in other states — and increases the possession limit from 1 ounce to 2 ounces. The CCA would begin accepting applications for licenses on February 1, 2027.

• Strengthens child safety protections — including prohibitions on cartoon advertisements, requirements for child-safe packaging, and prohibitions on products sold in the shape of animals, fruits, vehicles, or humans.

• Authorizes the CCA to create escalating penalties for failing to do ID checks — including license revocation for repeated underage sale and requirements that retail stores be no less than 1,000 feet from schools, hospitals, playgrounds, and drug treatment facilities.

• Strengthens oversight of industrial intoxicating hemp — which is currently regulated by the Virginia Department of Agriculture and Consumer Services — by transferring regulation to the CCA.

• Allows the CCA to maintain a public licensee registry, establish a tip line for members of the public to anonymously report concerns about illicit practices, investigate the ownership and control interests of licensees, and develop policies regarding the audit of ownership and financial relationships across licensees.

• Allocates the revenue of cannabis sales towards early childcare and education, K-12 education, behavioral health programming for substance use disorder prevention and treatment programs, public health programs, and the Cannabis Equity Reinvestment Fund.

• The fund — established in the 2021 legislation — supports scholarships, workforce development, small business growth, reentry services, and community-based initiatives designed to expand opportunity, strengthen economic mobility, and help address longstanding disparities in communities historically and disproportionately targeted and affected by over-policing.

• Establishes a 6 percent state tax rate on cannabis products to transition Virginia to a regulated market from the current illicit market. After July 1, 2029, the state tax will increase to 8 percent to generate additional revenue for education and public health programs. The bill further allows localities to adopt an additional 1-3.5 percent local tax combined with the existing retail sales and use tax.

LURAY, Va. — The owners of a popular record store have announced plans to close up shop after more than ten years. However, the store will soon reopen with a brand new Harrisonburg address.

Well-liked Luray residents Tina and Dave Switzer had collected vinyl for decades before realizing their combined dream of owning their own retail store.

Switz-Mix Records, a family-owned shop, opened within a small house on Blue Bell Avenue in late 2015. A grand opening and ribbon cutting was held in April, 2016.

Music selections (including vinyl, cassettes, CDs, VHS, DVDs and more) numbered in the thousands. The décor was old-school cool. The service, casual but friendly.

It wasn’t long before locals and visitors to the area were … singing the shop’s praises.

Within a few years, the store moved to a brighter, larger East Main Street building just a few hundred feet from the old location.

A colorful mural, painted by artist Michael Strawderman, was added to the side of the new store, and completed in 2022. It has since become a popular photo-op spot.

As the business grew, members of the Switzer family continued to successfully pursue educational and professional goals.

Formerly a family practice physician in Luray, Dr. David Switzer is now medical director of the University Health Center at JMU.

Formerly a nurse in Luray, Dr. Tina Switzer is now an assistant professor at JMU’s School of Nursing.

Big news that is bittersweet.

The Switzers (owners for those who may not know) relocated to the Harrisonburg area a year ago and we are struggling to give the store the time and attention it needs.

Our decision was going to be close the store, sell it, or relocate and we have chosen to relocate.

We will be moving the store to South Main Street in Harrisonburg and the spot is kinda awesome!

After 10.5 years in Luray we know we have built a pretty important customer base in our wonderful little town and I hope that you will still come see us in Harrisonburg.

We hope this move will build our base even more and increase our ability to offer more new titles and have more turnover in our inventory.

We are looking to an early August move so it will be business as usual until then ... but you can look for some great moving sales on used stock before (and after) we move!

Change is hard but it can also be exciting so bear with us!

REGULAR MEETING OF THE TOWN COUNCIL

The Luray Town Council met in regular session on Monday, May 11th, at 7:00 p.m. in the Luray Town Council Chambers located at 45 East Main Street, Luray, Virginia.

BOARDS, COMMISSIONS, DEPARTMENTAL REPORTS

Luray Downtown Initiative LDI Director, Jackie Wood, stated the Farmers Market banners are up. Ms. Wood said they are still accepting vendors.

Ms. Wood stated she will be meeting with stakeholders about two new businesses coming into a mixed used building. Ms. Wood stated that she has received a facade grant application and will have more information in upcoming months.

Councilman Pettit inquired about the Chamber’s accreditation. Ms. Wood stated that they are fully accredited for 2026 and met all standards in 2025.

Councilman Vickers inquired about the location for the Farmers Market. Ms. Wood stated that it will be held in the Chamber Parking Lot and will have a variety of vendors.

PUBLIC HEARINGS

RZ26-001- 102 S. Hawksbill Street (Potts)

Town Manager, Bryan Chrisman, requested Council conduct a public hearing to receive citizen input and to consider a request for a Parcel Rezoning from a High Density Residential (R-3) designated lot to a Business (B-1) designated lot for the parcel identified as Tax Map 42A11-7-1 owned by Christopher Potts (applicant/owner).

Mr. Chrisman stated this property is on the corner of Hawksbill and Page Street. Mr. Chrisman stated the subject parcel is approximately 7,000 square feet in size (0.16 acres) and the existing two-story structure contains approximately 1,410 square feet.

The property is bounded on two (2) sides by Business (B-1) parcels, and on the remaining two (2) sides by High Density Residential (R-3) parcels.

The intended use is for a Bed & Breakfast facility, or for a Lodging House with one or two units.

Mr. Chrisman stated the current structure was designed for original use as a single-family dwelling and was converted to a two (2) unit apartment, with one unit above the other and fully separate. Each unit has its own water meter.

Staff recommend the following conditions be considered:

1) The existing onsite (off-street) parking area needs to be enhanced to allow for at least two (2) vehicles, one per each one-bedroom unit.

2) Conform as much as possible to the relevant requirements of Chapter 403.2 (g) Bed & Breakfast facility [in example], or to Chapter 519 – Lodging Houses, depending upon the use selected.

Chrisman added the new property owner would like to utilize the property in a meaningful way and that’s why he wants to be zoned B-1.

Councilman Butler inquired about the number of short-term rentals in the area. Mr. Chrisman stated there are only a few in proximity.

Mr. Pettit stated that he thinks it makes sense due to the activity with Ruffner Plaza and the Greenway.

Mr. Sours inquired how long it had been vacant. Councilman Pettit stated it had been over a year.

Motion: Councilman Pettit motioned the Rezoning 26-001 be approved, with the conditions, as presented. Approved 6-0

Alley Vacation Request (South Alley-portion of)

Town Manager, Bryan Chrisman, requested Council conduct a public hearing to receive comments from the public regarding a requested vacation of the portion of the alley.

Mr. Chrisman stated the alley is designated on GIS as “South Alley” and traverses’ parcels at the eastern end of Virginia Avenue and currently abuts 15 Campbell Street and various other parcels of East Main Street businesses.

The requesting applicant, HUB Development, LLC, will complete the needed steps for Boundary Line Adjustment upon approval by Council. Mayor Lillard opened the hearing. Councilman Sours verified no action was needed on this item. Mayor Lillard stated it would only be discussion at this point in the agenda.

Quit Claim Deed near TM 42A11-A-154A

Town Manager, Bryan Chrisman, requested Council conduct a public hearing to receive comments from the public regarding a requested Quit Claim Deed.

Mr. Chrisman stated they have dealt with similar requests before on Court Street.

Mr. Chrisman stated the deed addresses any potential rights the town may have related to a previously vacated public alley that was adjacent to the town’s parcel 154A.

A copy of the deed is included for review, along with a survey exhibit showing the location. A copy of the recorded deed and exhibit is required to be provided to the Town.

ACTION ITEMS

Street Segments & Utilities Acceptance

Town Manager, Bryan Chrisman, requested Council review, discuss, and take action on accepting certain street segments into the Town maintenance inventory, as well as the utilities contained within those designated rights-of-way.

The street segments to be considered are: Eastern portion of Baker Drive (as shown) Eastern portion of Caterpillar Drive (as shown) Rae Court (with cul-de-sac).

The street segments are located within the Luray Landing Subdivision.

Staff recommend that no on-street parking be considered for these street segments since the street widths were not constructed to allow such parking on either side while maintaining two-way travel routes of sufficient width.

No parking should be allowed within the cul-de-sac to enable emergency vehicles, trash trucks, and school buses, to make their needed turning radii.

The town has received a formal request to accept from the project engineer, but we are awaiting confirmation of the various repair elements needed to be completed for full approval.

These include, but are not limited to, repair or replacement of damaged curbs, gutter pans, sidewalks, water meter setters, missing valve lids, sewer cleanout assemblies, street asphalt connections, or storm water inlet clearing.

The developer is Baker Development, who is making the request.

The builder is D.R. Horton.

Currently, we are awaiting their written certifications as to the completion of the repairs needed, as noted during several town field inspections.

All water mains, and laterals, all sewer mains and laterals, water meters, valves, sewer manholes, sewer cleanouts, and storm water inlets and pipes within the platted rights-of way are also included in this acceptance.

The town can submit the street segments for inclusion in the VDOT Street Maintenance program at any point in 2026, with VDOT review being completed in February/March of 2027, and acceptance being made as of July 1, 2027.

Since these are new streets and elements, the town does not anticipate any significant maintenance needs in the near future.

Several conditions for acceptance should be considered:

1) If any repair, replacement, or modification of items are required by VDOT, or any relevant documentation required by VDOT prior to their acceptance, the Developer and/or their Engineer shall make such repair or submittal at no expense to the Town.

2) Any major elements being accepted by the Town that need repair within one (1) year of Substantial Completion shall be handled by the Developer, at no expense to the Town. Such repairs shall be limited to a default in labor, materials, or methods used by the Developer or their contractors. Substantial Completion is the date of the PE letter.

Motion: Councilman Sours motioned the Street Segments & Utilities be accepted, as presented, conditioned upon receipt and confirmation of acceptable Completion Letters from Baker Development and D.R. Horton. Approved 6-0.

FY27 Budget Ad

Town Manager, Bryan Chrisman, requested Council consider approving the FY27 Budget Ad.

A copy of the draft advertisement is included for Council review.

Mr. Chrisman stated that he would hand over any questions Council may have for Treasurer, Danielle Babb.

The Town plans to use its normal advertisement through Page Valley News.

The draft ad includes the additional $400,000 general fund transfers as discussed in order to fund some of the much-needed CIP items, especially in the Water & Sewer Funds.

Treasurer, Danielle Babb, stated two items with a major increase were

1) proceeds from financing that carry over from existing loans and

2) under expenses, the associated capital improvements.

Mr. Chrisman stated all other items were marked in red ink on page 2 with additional funding in water and sewer.

Mr. Chrisman stated that the draft budget that Council will see on June 8th could be less than the totals tonight.

Mr. Chrisman added that action needs to be taken this evening on the draft ad. Councilman Sours inquired if anyone had issues with interpreting the out-of-town rates.

Mr. Chrisman stated there are other localities that use a different language, but we’ve always used this design.

Ms. Babb also stated the formatting can be revised if that is more easily distinguished between intown and out-of-town rates.

Town Attorney, Jason Botkins stated the language can be re-done. Staff will make the suggested revisions.

Motion: Councilman Dofflemyer motioned the FY27 Budget Ad be approved, as presented. Approved 6-0.

Discussion about the Performance and Employment of Specific Public Employees, and Consultation with Legal Counsel – Town Attorney

Town Council conducted a Closed Meeting for the discussion of the performance and hiring of specific public employees, as authorized by Section 2.2-3711 (A) (1) of the Code of Virginia.

The subject matter of the meeting is specific local government employees.

Also, for consultation with Legal Counsel regarding specific legal matters requiring the provision of legal advice by the Town Attorney, as authorized by Section 2.2-3711 (A) (8) of the Code of Virginia.

The subject matter is legal advice regarding IRF documents related to 15 Campbell Street.

Motion: Councilman Pettit motioned to convene and go into Closed Meeting for discussion of the performance and hiring of specific public employees, as authorized by Section 2.2-3711 (A) (1) of the Code of Virginia.

Certification: Councilman Pettit asked members of Council with respect to the just-completed closed session and to the best of each member’s knowledge, only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and only such public business matters as were identified in the motion by which the closed meeting was convened were heard discussed or considered in the meeting by the Town Council. Approved 6-0.

COUNCIL COMMENTS

Councilman Dofflemyer inquired about the Mick or Mack building. He would like to see something done about the maintenance of this property.

Councilman Vickers inquired about the property at one (1) First Street and their high grass. Chief Bow Cook stated they send reminders to the property owners to mow this property.

STANLEY, Va. — Drivers in Stanley should expect traffic disruptions this week as repairs are made to the East Main Street railroad crossing.

Norfolk Southern is scheduled to perform maintenance and paving work at the East Main Street crossing from June 15-19, 2026.

Town officials said the crossing will remain closed throughout the duration of the project.

Motorists will need to use alternate routes, including Judy Lane and Brady Road, while work is underway.

Route 211/340 (Lee Highway) – Eastbound and westbound single lane closures between Shenandoah County line and Route 615 (Longs Road)for paving operations, 7 a.m. to 7 p.m. through June 27.

Various roads – Flagger traffic control for pipe replacement, ditch work, tree removal, shoulder repairs, pavement patching and brush cutting, 7:30 a.m. to 3 p.m. weekdays.

SECONDARY ROADS

Route 759 (Jollett Road) – Stop and proceed traffic control for bridge work about a mile and a half east of Route 607 (Weaver Road), 6 a.m. to 4 p.m. through July 10.

Various roads – Flagger traffic control for brush cutting and pipe cleaning, 7:30 a.m. to 3 p.m. on weekdays.

LURAY, Va. — The only Department of Motor Vehicles office in Page County is now permanently closed.

For years, the Luray DMV Select had been operating under a contract with the DMV to provide limited vehicle-related services.

DMV Select offices are not operated directly by the state agency. Instead, the DMV contracts with local governments and private individuals to offer select services on its behalf. Services include vehicle titles and registration, license plates, permits and parking placards.

According to the DMV website, the Luray office was operated by Audrey Campbell and Tina Campbell.

In an April statement, DMV Public Relations and Media Liaison Camila Barco said the agency had identified “potential inconsistencies with policies and procedures” at the Luray location.

At the time, Barco said the agency was conducting a “quick but thorough review” to ensure all policies and procedures were being followed.

Operations at the Luray DMV Select were suspended pending the review, and the office remained closed.

According to a June 12 statement from Barco, the DMV investigation concluded that the Luray location was not meeting the agency’s standards and procedures and officially ended its agreement with the office as of June 1.

Barco did not go into detail about what specific actions resulted in the review or the termination of the contract.

All DMV signage has been removed from the Fairlane Drive location and the building appears vacant.

According to Barco, customers who need to conduct DMV business can do so online at dmv.virginia.gov or visit other area customer service locations including:

• Front Royal DMV Customer Service Center: 15 Water Street

• Woodstock DMV Customer Service Center: 714-A North Main Street

• Harrisonburg DMV Customer Service Center: 3281 Peoples Drive

ELKTON, Va. — A juvenile died after a collision with a truck Thursday afternoon, according to Virginia State Police (VSP).

The crash occurred at approximately 2:25 p.m. June 5, 2026 at the intersection of Virginia Avenue and North Street.

Police said a truck was traveling south on North Street when it was unable to avoid a bicyclist who entered the intersection from Virginia Avenue.

The juvenile bicyclist was transported from the scene by emergency personnel but later died from injuries sustained in the crash.

VSP is investigating the incident.

LURAY, Va. — To ensure the safety of millions of annual visitors, Shenandoah National Park will conduct a sustained high-visibility traffic safety campaign and periodic checkpoints beginning June 1, 2026, and continuing through Nov. 15, 2026.

The extended enforcement period has been established to effectively manage the safety concerns that occur during the park’s peak visitation seasons.

This initiative includes the high-traffic summer months and the busy fall foliage “Leaf Peeper” season in October and early November.

“Our goal is to create a safe environment for everyone using Skyline Drive,” said Eric Yount, acting chief ranger. “By starting this campaign in June and extending it through the end of November, we are covering the most high-risk periods for traffic incidents. We want visitors to enjoy the overlooks and trails, but we have a zero-tolerance policy for driving while impaired in national parks.”

Campaign overview:

• Duration: Periodic checkpoints will be conducted from June 1 through Nov. 15.

• Primary focus: U.S. park rangers will be looking for signs of alcohol and drug impairment, as well as checking for valid operator licenses and essential safety equipment.

• Neutral selection: In accordance with federal law, checkpoints will utilize a neutral, predetermined mathematical formula to select vehicles for screening, ensuring a fair and unbiased process for all motorists.

• Location: Operations will be strategically placed along the 105-mile Skyline Drive and at all primary entrance stations (Front Royal, Thornton Gap, Swift Run Gap, and Rockfish Gap).

Consisting of nearly 197,000 acres, including 80,000 acres of congressionally designated wilderness, Shenandoah National Park encompasses portions of eight counties.

Each year, millions visit the area, which includes the Skyline Drive and 75 designated scenic overlooks.

The park also includes established campgrounds and 101 miles of the famed Appalachian Trail, on which visitors hike and often overnight camp.

Luray, Virginia is home to Shenandoah National Park headquarters.

STANLEY, Va. — The Stanley Volunteer Fire Department responded to a vehicle fire Wednesday night on Hawksbill Park Road at Jordan Hollow Road.

According to Fire Chief Jason F. Pettit, crews were dispatched at 9:11 p.m. on May 27, 2026.

Crews arrived to find a Ford SUV with heavy fire in the engine compartment, spreading into the passenger area.

The fire was contained to the vehicle and was brought under control by 9:30 p.m.

Units remained on scene until approximately 10:28 p.m. while the vehicle was towed.

All occupants had exited the vehicle before firefighters arrived, and no injuries were reported.

During this incident, the Stanley Volunteer Fire Department was assisted by the Stanley Volunteer Rescue Squad and the Page County Sheriff’s Office.

LURAY, Va. — Residential members of Shenandoah Valley Electric Cooperative (SVEC) saw their monthly electric bills increase by an average of about $11 per 1,000 kilowatt-hours beginning May 1, 2026.

According to the SVEC, the charges are “pass-through costs from” its wholesale provider, Old Dominion Electric Cooperative (ODEC) — meaning members pay the same amount SVEC pays for energy generation and transmission.

The increase comes in addition to a previously announced adjustment to distribution costs, bringing the expected total increase to about $17 per month for the average residential member using 1,000 kilowatt-hours of electricity.

The SVEC released additional information via this written statement:

At the ODEC level, the increase is from several factors, including weather and state policy changes. It is intended to stabilize power cost recovery going forward.

In January and February 2026, extreme winter weather and prolonged cold temperatures increased natural gas prices and caused significant power market volatility, driving wholesale power prices even higher, ODEC says.

When temperatures stay low for long stretches of time, heating systems run longer; heat pumps rely on backup electric heat, and ultimately more electricity is used.

Higher prices, coupled with increased electricity usage during periods of extreme winter weather, have resulted in the necessity for an increase to cover power costs, ODEC says.

This ODEC-level increase also incorporates projected compliance costs associated with Virginia’s anticipated reentry into the Regional Greenhouse Gas Initiative, a state policy that requires power generators to purchase carbon allowances.

These additional costs are required under state law and are passed through at cost, without markup.

ODEC only charges SVEC for the actual cost of producing or purchasing energy, with no profit for shareholders or other entities.

ODEC’s rates are also regulated by the Federal Energy Regulatory Commission, which requires ODEC to regularly review its rates to ensure they are recovering their costs — no more, and no less.

It’s the same process for SVEC and the application of distribution rates, which are approved by the State Corporation Commission.

The SVEC maintains more than 8,000 miles of electric lines and serves more than 104,000 meters across Augusta, Clarke, Frederick, Highland, Page, Rockingham, Shenandoah and Warren counties, as well as the city of Winchester.

The SVEC operates as a cooperative, referring to its customers as “members.”

According to the SVEC website:

The difference between SVEC and other power companies is our ownership. Each person who receives service from this not-for-profit electric utility is a member and owner.

Members have a voice in the leadership of the cooperative and in the direction that those leaders take.

Each member has one vote and all members have the opportunity to participate in the annual meeting. At the annual meeting, members elect directors and vote on any proposed bylaw changes.

All profits, or margins, are allocated back to the members based on patronage.

“Equity capital” is a member’s share of the profits, or margin.

Members receive a patronage refund of this equity capital over a period of time based on the policy of the cooperative.

The area’s previous electric service provider, Allegheny Power, sold its Virginia operations (serving approximately 102,000 customers) — to two utility cooperatives in 2010.

Rappahannock Electric Cooperative assumed service to counties east of the Blue Ridge, while the SVEC took over service to counties west of the Blue Ridge.

SVEC’s annual business meeting will be held at 7 p.m. Thursday, August 6, 2026. Members may attend via phone.

LURAY, Va. — The Andrew Jackson School Museum Committee has announced plans to unveil a portrait of the school’s namesake during a June 27, 2026 ceremony.

The event will take place from 1 to 3 p.m. at the museum, located at 630 West Main Street. All members of the community are welcome.

According to organizers, Jackson played a substantial role in establishing the school named in his honor.

Jackson had previously worked alongside educator Booker T. Washington to help fund educational opportunities for Black children in the years following Reconstruction.

The Andrew Jackson School, created for the African American students of Page County, opened in 1924.

The school was made possible through contributions from the local Black community, the county of Page, and the Rosenwald Fund — a school-building initiative created by Washington and philanthropist Julius Rosenwald of the Sears Roebuck family.

In a May media release, museum officials said the June 27 event will explore the school’s history, the impact of segregation and desegregation in Virginia, and the legacy of the students and teachers connected to the school.

Students initially attended the Andrew Jackson School through seventh grade, later expanded to 11th grade. Those seeking high school diplomas, however, were forced to travel to schools outside of the area.

Many Black Page County students ventured to Harrisonburg or moved to Manassas or New Jersey to complete their twelfth grade studies and pursue higher education.

The Andrew Jackson School closed in 1959 when the still-segregated West Luray School opened.

Luray High School was not desegregated until 1966.

The Historic Andrew Jackson School Museum was established in 2020 to preserve the history of the school and its students.

A historical marker was installed in 2022 at the former school site, now the West Luray Recreation Center.

Organizers say the newly-obtained portrait of Andrew Jackson is the first known likeness acquired by the museum, and represents a long-awaited tribute to him.
